Death-cum-Retirement Benefits of the State Govt. employees are appended in short on the implementation of the recommendations of 5th State Pay Commission.


  1. Pension Rules: West Bengal Services (Death cum-Retirement Benefit) Rules, 1971 since amended time to time.

  2. a. Minimum 10 (ten) years qualifying service is necessary for eligibility of pension.

    b. Maximum amount of monthly pension has since been raised to Rs. 35,000/- only p.m with effect from 01.04.2008 from Rs. 11,200/- in terms of G.O. No. 201-F(Pen) dated 25.02.2009.

    c. Minimum monthly pension/family pension has been raised to Rs. 3300/- p.m. from Rs. 1300/- w.e.f. 01.04.2008.

    d. Calculation of pension : 50 % of last pay drawn (pay in the PB + GP) is admissible as pension subject to completion of 20 years qualifying service. Pension shall be reduced pro-rata if qualifying service falls short of 20 years.

  3. Family pension :
    1. Normal rate -30 % of last pay draw till death or remarriage.
    2. Enhanced rate –Double the normal rate but not exceeding maximum pension of the pensioner in case of death after retirement subject to minimum of Rs. 3300/- from the date following the date of death of the pensioner for period of 7 years or 67 years of age, had been alive, whichever is earlier.

      In case of death in harness, 50 % of last pay (pay in the pay band + grade pay) subject to minimum of Rs. 3300/- from the date following the date of death of the employee for period of 7 years subject to completion of 7 years qualifying service.

  4. Retiring Gratuity :
    (Pay in the pay band + grade pay + dearness allowances) X number of completed years of qualifying service (maximum 33 years)/2; subject to maximum of 6 lakhs.

  5. Death Gratuity:
    (Pay in the pay band + grade pay + dearness allowances) X number of completed years of qualifying service (maximum 33 years) as per slab appended below subject to maximum of 6 lakhs.:-

    (a) Less than one years 2 times of Pay in the pay band + grade pay + dearness allowances.
    (b) One year or more but less than five years
    6 times of Pay in the pay band + grade pay + dearness allowances.
    (c) Five years or more but less than 20 years 
    12 times of Pay in the pay band + grade pay + dearness allowances.
    (d) 20 years or more 
    Pay in the pay band + grade pay + dearness allowances X number of completed years of qualifying service (maximum 33 years) times.


  6. Additional pension/family pension :
    Additional quantum of pension/family pension has been allowed to old pensioner/family pensioner w.e.f. 01.04.2008 in the following manner :

    From 80 years to less than 85 years 20 % of basic pension/family pension.
    From 85 years to less than 90 years 30 % of basic pension/family pension.
    From 90 years to less than 95 years 40 % of basic pension/family pension.
    From 95 years to less than 100 years 50 % of basic pension/family pension.
    From 100 years or more 100 % of basic pension/family pension.
